The short answer
- Texas sets the rules - your regulator, your free look period and your guaranty protection.
- Texas does not set your premium. Age, health and tobacco do.
- A single Texas funeral average is close to useless - the spread inside the state is the point.
- Your agent must be licensed in Texas, and the carrier admitted here. Both are checkable.
Why we do not publish a state average
The spread inside Texas beats the gap between states
Texas is the clearest example of the problem with state averages. The distance between a funeral in inner Houston and one in a rural county in the Panhandle is larger than the distance between the Texas average and most other states. A single Texas number would hide exactly the variation you need to see.
See what cover costs →What shapes the Texas market
- Four large metros and an enormous rural remainder. Houston, Dallas-Fort Worth, San Antonio and Austin behave like separate markets, and the rest of the state like another one again.
- Cemetery property does the work. Plot prices track land values, so they swing hardest between metro and rural Texas - and they are usually excluded from the headline funeral figure.
- A deep agent market. Texas has no shortage of licensed agents, which is good for competition but means more cold calls and mailers aimed at older buyers.
We do not publish a Texas funeral average, for the reason set out on our funeral costs page: no credible survey produces state-level figures, and the confident tables you find elsewhere are commercial estimates that disagree with each other.
Get a real number instead
Under the FTC Funeral Rule, a federal regulation, funeral homes must give you prices over the telephone if you ask, without taking your name first. Three calls in the county where the service would actually be held will beat any Texas average you can find, including one we could have invented for this page.
Texas rules worth knowing
Your regulator. Life insurance is regulated at state level, and in Texas that is the Texas Department of Insurance. They licence the agent who sells to you, and they take consumer complaints.
Licensing. The agent must hold a Texas licence and the carrier must be admitted to do business here. Both take minutes to confirm with the regulator, and both are worth checking before you sign.
Your free look period. Texas law gives you a window after the policy is delivered to cancel for a full refund, no reason required. The length is set by state law and applies whatever the agent tells you.
If the insurer fails. The Texas Life and Health Insurance Guaranty Association steps in, within limits set by Texas law. Final expense policies are usually written between 5,000 and 25,000 dollars, which sits comfortably inside the protection every state provides. Check the current limit with the association rather than trusting a figure quoted on a site like this one.
If you are in Houston
Most of what matters is local rather than statewide. If you are in or near Houston, our Houston page covers the cost drivers specific to that metro and how to price a funeral there properly.
The order to do this in
- Call three funeral homes in the county where the service would be held
- Price cemetery property separately - it is excluded from most headline figures
- Add them to get the number your cover actually has to settle
- Then get quoted by an agent licensed in Texas, and buy that amount
Common questions
How much does a funeral cost in Texas?+
There is no credible published average for Texas, and we will not invent one. The spread inside the state is wider than the gap between Texas and the national picture, so a single figure would mislead you. Call three funeral homes in the county where the service would be held - under the FTC Funeral Rule they must quote you by phone.
Does living in Texas change my premium?+
Very little. Final expense premiums are set by your age, health and tobacco use. What Texas determines is the regulatory frame around the policy - your free look period, your regulator, and the guaranty protection if the insurer fails.
Does my agent have to be licensed in Texas?+
Yes. The agent must hold a Texas licence and the carrier must be admitted to do business in the state. Both are checkable with the Texas Department of Insurance in a few minutes, and both are worth confirming before you sign anything.
What protects me if the insurer goes under?+
The Texas Life and Health Insurance Guaranty Association, within limits set by Texas law. Final expense policies are typically 5,000 to 25,000 dollars, comfortably inside the protection every state provides. Confirm the current limit with the association directly.
